- Bootstrap pnpm via npm ci (verified by lockfile)
- Use `pnpm self-update <version>` for explicit version
- Let pnpm handle packageManager field automatically
- Remove standalone/exe-specific install logic (pnpm handles this)
- Update tests to not run pnpm install against the action repo itself
